The federal government’s decision to release details of its findings on the 2015-16 season is an “unprecedented move” that will “help inform Canadians and our hockey community about how to best prepare for the upcoming season,” Sports Canada CEO Paul Laurence told a news conference Tuesday.
The federal agency, which is responsible for overseeing the integrity of the sport, says it received information from a former player that players are not being paid for their work and is concerned about players’ “credibility.”
The department also says it is “deeply concerned” about the fact that the players’ union and other players’ groups are seeking to restrict players’ rights in the coming months.
The Hockey Canada report says the number of players participating in the sport has declined in recent years, but the number participating in hockey camps has risen in recent seasons, with a record-breaking 4,000 hockey players participating at the Sochi Winter Olympics in February.
Laurence said that in the 2015 season, 6,000 players participated in the camps.
He said the government’s data indicates that the number is closer to 7,000.
“The evidence suggests that the increase is not due to a decline in the number, but rather a continuation of the trend in the past decade, a trend that has not been sustained,” Laurence explained.
He added that he believes that the government should look at a number of different scenarios, including “if there are more players playing at the same time, what kind of effect would that have on the game?”
The government says it will “continue to monitor” the situation in the months ahead, and it has been encouraging players to contact the sport’s governing body.
“We have been engaged in ongoing discussions with the governing body and others to find a way forward, including through the negotiation process,” Laurece said.
The department has also asked the NHL to submit a report on the numbers of players, including how many players are involved in hockey-related activities.
Laurece has not said whether the league will release its own report.
“I am confident that we will find that our efforts will be successful in assisting the sport to address these issues and that the hockey community will be better prepared for the future,” Laureces statement said.
He also said the department will make a decision on the findings of the Hockey Canada study by the end of the month.
It’s been a year since the NHL Players’ Association filed a grievance against the government and the NHL over the issue of players’ access to wages.
The union alleges the government has failed to pay for the cost of the teams’ training facilities, which include ice, facilities, dressing rooms and locker rooms.
Laureces response to the Hockey League’s findings came a day after the governing board released a report into the league’s finances.
The report said the league did not meet its financial targets for the 2016-17 season, but it has pledged to increase spending on training facilities in the next two seasons and to invest in the development of new equipment.
The NHL’s financial report showed the league was able to maintain its financial position in 2016-19 despite falling attendance and a decline of revenue.

In the letter, the government said it is committed to ensuring that all players are treated fairly and in a way that respects their privacy and respect the privacy of other players.
“There are many reasons why some players are reluctant to come forward with information and we will continue to monitor this issue,” Laurens said.
“In addition, we will also be working closely with other sports organizations to ensure they are working with the players and their representatives to make the best possible offer to players, which includes a guarantee of their wages, benefits and future compensation.”
The federal hockey government is seeking to change the rules of the game in Canada to make it more difficult for players to get into professional hockey.
Laurentson said in the letter that if the NHL were to be granted a new franchise in the province of Quebec, “the federal government would have to intervene and take all necessary steps to ensure that the new team would be competitive in Quebec and ensure the league would have the support of the government to continue to operate in Quebec.”
The federal government has asked for a review of the rules and has been trying to convince the NHL that it should be allowed to operate with a Quebec franchise.
Laurenes office said it was disappointed with the league for failing to respond to the request.
